Page 1 of 2 The following is a timeline of the litigation and actual copies of emails and correspondence between Bucks County Water & Sewer Authority (BCW&SA) and the Borough of Doylestown, in addition to the law suit with The Knight House, and the media coverage.
During the sale of the Borough of Doylestown’s water treatment and service to Bucks County Water & Sewer Authority, an agreement between the two parties was made that while BCW&SA would handle all operations of providing water and wastewater treatment, the Borough in turn would conduct all billing and receiving functions. In brief, to comply with the Pennsylvania Department of Environmental Protection's ( DEP) Act 537, individuals must submit planning permits to municipalities (Borough of Doylestown), who then must have it approved by sewage providers (like BCW&SA). In the case of residents and business owners in the Borough, approval was given to the individuals without the Authority’s permission, resulting in the Harvey Avenue Treatment Plant to reach capacity.
